DOG LICENSES
City Ordinance requires that all dog owners purchase a license for their dogs (6 months or older). A rabies certificate must be presented when making the license application. Dogs should receive an initial rabies vaccination at 4-6 months of age with a booster a year later and then a rabies vaccination every two years thereafter.
All dogs within the city limits must have a license. Failure to license your dog is a violation of City Ordinance and subjects the owner to legal fees, fines, or arrest. As a dog owner, it is also your responsibility to ensure that your dog does not run at large within the City or cause a nuisance with excessive barking.
Dog Licenses can be obtained from Lori Donehower, the City Clerk, at 120 Dakota Street, Phone 689-4344. Please call to make arrangements to get your license.
SNOW REMOVAL AND PARKING COVERED BY ORDINANCE NUMBER 26
Snow Removal and Parking within the City are covered by Ordinance Number 26 which was passed in July of 2002 and published in its entirety in the Winona Post on September 1, 2002. A copy of the Ordinance is posted at the City Hall and in the Post Office. If you would like a copy, please contact the City Clerk.
The highlights of the Ordinance are that it is unlawful for any vehicle to be parked on any street in Minnesota City between the hours of 1:00 a.m. and 7:00 a.m. during or after a snowfall for the months of November through March of each year. It is unlawful to place snow in the streets after the streets have been cleared of snow. It is unlawful for any motor vehicle or trailer to be parked on any street for periods of time exceeding 48 hours all months of the year. Parking violations are punishable by fine and the vehicle may be towed. Sidewalks must be cleared within 24 hours after a snowfall.
The speed limit on all streets 25 mph.
PERMIT AND FEE SCHEDULES
A reminder to all residents that building permits are required within the City for additions, remodeling, replacing siding and windows, sidewalks, or concrete work. Permits are currently not required for general maintenance items or reshingling a roof. Building Permits must be approved by the City Council at a regular meeting before you can begin the project. The State of Minnesota requires a permit and inspection of all water and septic system projects. The City contracts with Winona County to meet this regulation. Applications for building permits can be obtained from Mayor Don O'Neil at Don's Auto Body or from the City Clerk at 120 Dakota Street. The current fees are as follows:
- County and City permit fees for Septic System Inspections - $240.00
- New Residential Home - $250.00
- Residential addition or garage - $50.00
- Residential small improvements or exterior changes such as siding and windows or small storage shed - $20.00
- Commercial apartment repair/remodeling - $150.00 per unit
- Commercial improvements or changes - fee based on type of changes and need for hired inspections.

CITY OF MINNESOTA CITY
CITY HALL, 149 MILL STREET - MINNESOTA CITY, MINNESOTA 55959
LORI DONEHOWER, CITY CLERK
January 12, 2010
Dear Minnesota City Residents:
The Minnesota City Council is continuing the process of investigating the wastewater collection and treatment system which would allow us to make use of the $1.274 million dollar grant we were awarded to assist in paying for this project. Even though this is a large grant, it will not cover the entire project.
We will be applying for additional low interest loan and grant assistance. More funds and lower interest would be available for low income communities. In order to apply as a “low income” community, we need to verify if we are indeed low income since the 2000 census data did not consider us low income. This verification requires a very high percentage of residents to respond to this survey.
The survey you will receive is a very short form that will ask you what your total income was (gross, taxable, and non-taxable) of all members of your household for 2008 (since 2009 figures are not yet complete for most people). You will also be asked to print your name and address and to sign the form; then return the survey in the envelope provided.
If you are a renter, please fill out this form with your information and return it. Do not refer it to the property owner.
The City is asking for assistance in conducting this income survey so that no one in the City or locally will see any of the individual information. The Southeast Minnesota Wastewater Initiative will conduct the survey for us. Sheila Craig, who has been assisting us through this entire process, will send the survey to you in a few days. However, she will not see your responses either. The stamped, return envelope that will be provided will go to Aaron Wills at the Cannon River Watershed Partnership in Northfield, MN. Sheila and the City will only be provided with a “median income figure” for the City and a list of those residents who have NOT returned their survey.
If you do not mail in your survey by Friday, January 22nd, the Council will be contacting residents individually to encourage participation so that we get a high enough percentage for our results to be verified and considered.
Thank you for your cooperation with this very important step in the wastewater project process. If you have any questions, please contact City Clerk Lori Donehower at 507-689-4344 or Sheila Craig at 507-765-2605.
